My understanding is rudimentary, but with a bit of help with Google translate, it appears he was an Australian tourist who went solo diving. When challenged about it by a fellow German tourist, he replied that he was a swimming instructor. He went into the water at 2 PM and had not returned by nightfall.
 
This article reports the victim as Austrian and gives his name as well as the name of his German buddy.

It appears to read that he did not follow the dive center's rules on putting your name down for a shore dive before going.
