The Dolphin Dive Center website claims water temps from 60-65 and visibility from 30-60 feet from Jan-March. Likely warmer than Puget Sound! Caveat...this is just the website...not personal information.

We dive the Northern part of the Sea of Cortez, we visit uninhabited islands with great visibility during the summer, from late June and until the end of October. We have been able to snorkel with Whale sharks on almost all of our trips since we started diving here. Last year we started snorkeling with sperm whales too, it is an amazing adventure. We visit this area in the summer because the water is warmer and the visibility is at it's best. Our Liveaboard trips to the Sea of Cortez are from Saturday to Saturday. Hope this helps. :)
