Need a recommendation for a family-style dive resort (not a liveaboard) that's for neither the party crowd nor the tech-diving set, which will offer good recreational dive sites but quiet and low-key when not diving. We'll be on the Gulf of Thailand side, around the October time frame.

Thailand is not a "dive resort" sort of place, so depending on the size of your family, you might like to rent a villa (they have staff to cook and clean for you). Dive operators typically provide transfers to the marina. Also, if you've got very young or very elderly family members with you, you might want to stay where there's adequate medical care. I would suppose that the island of Koh Samui would work well for you in both those regards, and there's an airport on the island for easy (non-ferry) access as well.
