We are stopping in Palm Beach for two days on the way to Key Largo to dive.

We are going to dive BHB (have done twice before, but never this late in the day) on Monday the 23rd.

The high tide is at 3:40, when do you recommend that we get there? I normally (the two times) get in an hour before, but they have been early high tides.

Another random question.....My wife and daughter are vegetarians, Christophers Kitchen looks interesting. Will it be okay for a meat eater like me?

About 2 hours before high tide should do it. Get in 1/2 to 1 hour before 3:40 with the rest of the time needed to get a decent parking space and gear up. Monday's might not be too bad for crowds. Can't comment on Christophers Kitchen.
