nearly any outdoor supply store will have bungee by the foot in all sizes. What I've found hard to get is the small surgical tubing. the elastic rubber cloth-coated bungee seems to be everywhere, but the black surgical tubing in 2mm and 4mm (thin) is hard to find.

I found the surgical tubing at a RC hobby shop where they sell remote control cars and planes. It's what they use to prime the glow plug motors with fuel. If the folks at the shop are under 30 they might not even know it as surgical tubing so you may have to explain that it's the black streatchy fuel tubing. Us old guys used it as kids to fuel our U-control combat planes.
What I had trouble finding was the 1/8" bungee cord.
