So apart from Quebec :)D) can you tell me in which countries a C-card is a LEGAL requirement?

In Norway, there's no legal requirement to carry a c-card if you want to dive. It's still legal to kill yourself, either by design or due to stupidity. However, you will have problems filling your tank, renting equipment or signing up for a boat if you don't show a card (or the owner knows you and that you're certified)... :coffee:
