Yes that is Canada in the back ground. It is called a fairwater and would cover the hub of a propeller on a ship, and this is just half of one, it weighed 498 lbs. of course brass.And we took it in for scrap.
 
A freind of mine found a single bronze blade, it weighed over 5000 lbs and he got over $7000 from the scrap dealer.
May be its from the same ship as your fairwater. lol

IMO It looks like a Portion of a hub to a prop. See if there is any numbers/manufacturer details on it. Zodiacdiver is right, brass fetches a fair penny when recycled. Merry Christmas!
