Cavern Certification minimum age?

On the flip side, given the litigious environment that our best caves happen to be located - does anyone know of instructors who do still teach cavern diving to 16 year-olds? If we have to wait till age 18 its not the end of the world but I was hoping to get back into the caverns sooner. Feel free to PM if you don't feel comfortable posting this in a public forum.
