...the bonaireians will chop off anything that touches the reef and they do the checkout dive to make sure you are aware of the policy and to get a headstart on the choppin if you mess up on the checkout dive.
 
My checkout dive in Bonaire last month was not supervised, but we did make the most out of it. Grabbed a tank with 500psi in it and did our bouyancy check in the shallows. Had a brand new wet suit and had never dove in the ocean so it was needed.

Like the people at Capt. Don's told us, you are all adults and are certified, we are not going to watch over you, but we are here to answer any questions and assist. I really enjoyed hearing that because I agree.
