If you want to look into a deal on a liveaboard out to Cocos you're going to have to look into it before you leave, it isn't something where you can just walk onto the boat. They're out there for ten days at a time.

Yes.

We took a few days from my in-laws home in Irosi and went to the coast and I got some diving in. We stayed at the Bungalow. Great villas. Dive shop and beach just a walk away. Highly recommend.
