Is it typical for the Zeagle clear rubber logo (the one that says D50) to bubble and/or pop put of the black plastic retainer when pressurized? I've had conflicting stories from different service techs. The current tech says it's normal, last year when it was serviced by another tech he says no. Both sets of regs doing it now.

I assume you mean that it is bulging from behind the retainer and not actual popping out.

A bulging diaphragm disk is not a problem unless bubble are leaking from around the seal when pressurized or if you see moisture behind the seal. If it is leaking have the reg serviced.

If it is not leaking here is the fix.
Put the first stage on a full tank.
Pressurize the regs.
Grab the black plastic ring that holds the environmental seal and loosen it.
This will release the trapped air from behind the seal.
Give it a good twist and tighten it back up.
When you depressurize the the reg it should suck back down on to the pressure transmitter.(The Zeagle Logo)

Should be good as new.

Worked like a charm! Thanks
