Danger of using nitrox in non-SCUBA tanks?

Is it standard proceedure to bleed down a nitrox fill before doing an air fill?

Never have - but as mentioned always analyse the mix and establish MOD. The resulting mix is often jokingly referred to as "slight-rox" around here (Slightly Nitrox).
 
Our LDS tech always teaches analyse ALL gas before using it for tech diving, not just known Nx mix. If you are pushing the 55m limit with your "assumed" air only mix, you had better make sure its not 29.234567% because someone didn't bleed down a 50% tank before filling with air.
 
100% oxygen in the tank could explode if it comes into contact with something it's not compatible with.
Oxygen does not explode :) Its "something" that is actually compatible with oxygen explodes.

if you have traces of hydrocarbons in the tank the problem is not so much that it will explode but that it will burn jnside the tank creating poisonous gas like CO which later will be inhaled and can kill you.
 
When I got the nitrox fill, they bled it down and started from zero (they do partial pressure)

Makes it easier for PP blending that way, you know to add XX bar/psi oxygen and then top it off with air = correct mix
