First of all let me say that i am impressed and encouraged by the work you guys have done.as a dm I cant even begin to count the number of times boats have encrouched on the mere 100 foot barrier the state of hawaii has so graciously bestowed on divers here. well I personally dont want to wait until someone is hurt. so after a heated conversation with another diver I decided it would be wise to start something of this nature here not just for the boaters but for divers as well. not only is there a lack of awareness on the boaters end but there is a serious lack of understanding of how important it is to have that flag nearby. so the program here would be for both divers and boaters.so basically the question is how would i go about getting things going here in Hawaii?
