No, you have to go for the big stuff, minimum MI, preferably CD.I asked for a OWSI card from a street vendor when I was on KS road last week, and they told me they didn't have them for sale.

Not sure about now but a few years ago you could definitely buy any PADI card upto DM on KS.
Apparently the cards did look realistic.
A CD that was diving here a couple of times used his CD card.Another real tip-off might be that very few instructors, and certainly no CDs I've ever met, actually use their actual card when going diving for fun.
i have never been asked for a my card in Thailand (except at tesco's )
it seems to be you simply sign the waiver, show no proof of competency and off you go
