For civilian purchase you'll be hard pressed to find them. Sometimes you'll find the SeaTec Sunfish on ebay in fairly used condition. There's also one website I've found in the past, which I can't find right now, that advertised a new SeaTec but I've never actually tried to go through a full purchase.
 
I still have a couple of the US Divers horse collar vests dad and I used back in the early '70s.
Now I want to dig them out and see if they still hold air. They are so old I bet the Co2 cartridge would make them explode.
