A manual depth gauge requires you to know your dive tables. PADI doesn't really teach tables anymore (at least from what I've seen friends go through in the last 10 years). Everything is taught with that eRDP thing, and then you do your training dives with a computer. Ergo, you never really learn the tables - making a manual depth gauge redundant. Obviously other training providers may teach differently, and we can be as critical of PADI as we want, but at the end of the day, they do certify the majority of divers, and that needs to be taken into consideration.
I don't think it's cost, I suspect it's more that people don't know what to do with a manual depth gauge if they don't know the dive tables.
