I recently got a halcyon mask that is a blem. Are there any safety concerns with blems?

There shouldn't be, blems are supposedly cosmetic only. I recently bought a blem 6' SMB that had a few extra stitching holes near the sewn-on logo; works fine, carries the full H warranty, etc. OTOH, I bought a blem Pathfinder reel years ago that was supposedly a cosmentic blem but was in fact some kind of mild warping that caused the thing to rub annoyingly every rotation of the spool.

Found this on a site that sells H blems; if it's the issue yours has, I doubt it's a safety concern. If there's any doubt, though, you could just replace the strap with a slap strap.
(It appears the blem on most of these is that one of the buckle covers comes off a little easy. Not really a big issue and something a spot of glue will take care of)
