Does anyone know if you can dive Hammonasset beach Meigs Point ?

I dove 2 days in the late 2000’s, but not sure of the legality of it or if I just got missed by The Man. Had zero viz both days. Also tried free diving it , fairly recently. Hit the sand with hand in front of me and still couldn’t see it. Perhaps others mileage have varied.

I believe it is legal, but the question is, why? LIS is not particularly great for diving. As @Danny D pointed out not much to see if you can’t see.
