Whenwe dive in pairs and one diver is low air and the other diver wants to stick around a while, then the low air diver follows the float line up and while the other holds the reel and stays down as long as he/she wants. System works well, assuming the the diver staying down doesn't have any problems. And this system is discussed during the dive plan.
