Flash not available

When my camera is set to take super macro shots.... I don't have access to flash modes. Why is this? Seems to me that I need my external strobes for super macro shots?
Note; flash modes are available in macro shots.

When using external strobe(s) the camera’s scene mode would be set to External Flash Auto and the flash modes are available. Without external strobes, such as scene modes Dive or Snorkel, and focus set to Super Macro the flash setting is disabled.
