I first tought it was a large sand goby, that was skidding in and out of sight, then on the picture i do not think the head quite fits....
And it looks more like a young female or even young male Dragonet.

What are your opininons

Looks like a dragonet or sandperch - where/what depth did you see this fish?
 
17-19m (55-65 feet), dunno about sandperch, was photographed in the irish sea in between the republic and UK. Heps of goby's around sand painted and rock its only when brushing the pics I noticed it was not quite a goby.

Fishbase results the "Callionymus Lyra" comes closest.

Would be nice to place a poll on this....ask the audience
