Water and vinegar have no antibacterial properties. You want alcohol. Lynne (a doctor) sums this up well in this thread:

around 3 years of rinsing my pee valve with all sorts of concoctions (hibiclense, betadine, peroxide, loads of water, etc...) and usually chickening out and end up finishing it off with alcohol. I've even taken to giving the system a quick flush BEFORE use as well just to kill anything missed or grown last time.
Zero issues with duckbill or umbrella. (or infections for that matter) <grin>

Halcyon in the P-valve manual recommends using a mild solution of water and vinegar. Page 9 top.
