someone means when they point someone out and put an index finger through the other hands thumb and index finger making a circle?

I've never learned that sign, but I imagine it is similar to bringing the palms of two V hands together repeatedly while moving them upward.

I also use a sign in which my right fist, thumb extended is placed against (side opposite thumb) the other palm, open hand with fingers spread. You can add additional meaning by beginning with that sign then reversing the thumb to the center of the open palm.

DAN sells a book developed by divers who know ASL (American Sign Language) with lots of useful signs.
