What size inner tube do you use so a milk crate fits in the middle?
 
Would depend on the size of the milk crate.
 
Just what I would consider the standard milk crate.
 
Just use a standard sized car tire innertube then.

I built one awhile back. My 16 inch tube will hold a 17 inch round muck bucket quite comfortably.
To hold the flag, I zip tied a plastic tube with the inside diameter of a driveway marker rod, inserted the rod, and attached the flag to it.
