Hello,

My wife has been using a point and shoot with a Sea & Sea YS-110 strobe for her underwater photography. For Christmas, she got a Canon XTi. We were looking at the Sea & Sea case, but it cost over $1700. The Ikelite case is around $1200. If we got the Ikelite case and use S&S YS-110 strobe, will we be able to get TTL?

I use a pair of 110s with a Nikon in an Ikelite and cannot shoot with TTL.

HOWEVER... I would really encourage you not to see this as a problem. Once you (or your wife) start to shoot with a DSLR you will soon switch to Manual IMHO. Once you can take advantage of the full range of the fstops combined with a fast shutter speed to gain DOF and the clarity of a quick shutter the TTL (being stuck at 1/60) will quickly lose its appeal.
