Ikelite TTL question

Just got a new Ike housing (Canon Rebel XT) and a DS 125 strobe. I am unable to use the exposure compensation buttons in either TTL or manual mode unless I turn the stobe off and on again. Once a picture is taken, it locks into that setting and can't be changed unless the on-off is recycled. Is it the equipment or the guy pushing the buttons?
