Without a hotshoe, can you use a strobe with an A650? How? Thanks.

Yes. A fibre optic cable (Sea&Sea, Inon) or a remote sensor (such as Ikelite).
If you have a little scroll around in the strobe area here on ScubaBoard you'll see lots of recent discussions on various strobe suggestions for the Canon A range.
Personally, I'd get the Inons.

[Strobes]
[Accessories]
In the accessories window there will be a picture of a lens at the right side of the row of images. Below this picture is the box titled [For Digital Cameras]. Click this box and you will see their fiber optic cables.
