If you are active duty, check out dive shops on base. Not sure what mainland Japan has, but there are 3 on Oki (AF, Army, and Marine bases). They are much less expensive than the states.

If you don't mind mail ordering, check out Micronesia Dive Association (MDA) on the WEB. They are based on Guam and have pretty good prices as well, and, I believe, will ship to FPO/APO addresses.
