Just SPECULATION but it's plausible that the diver's air being OFF would have been a trigger for the rest of the events that led to his death.

The diver's gas being partially ON would have a similar effect very quickly. He might get a little air very shallow, but if there was no air in the BC and the diver sunk deeper, he would have no air very shortly.
