It's possible that the eyes have not reached their final destinations! The problem with fish ID is that there are regional variants -- this is widely understood. Eyed flounders here commonly appear the same as in your photo and it may be a development that's particular to this species in this location. Don't know. That's my best working hypothesis. Paul and Ned have done an incredible job documenting and publishing references on marine life throughout the oceans. But they don't dive here as frequently as they should. Gotta work on that!
 
I met Ned in Bonaire, sitting the next table over at Cactus Blue. Wish I had had my fish ID book with me for him to autograph, but I'm not in the habit of carrying it to dinner.
