should flash above water as well correct......i have just purchased some products from fantasea and i am following evry step but i cant get the external flash to flash with my cameras internal flash.........i can push the test button and it flashes

Which camera / strobe combimation do you have? Aso, are you using a fibre optic or elactrical connection to fire the strobe?

Which flash setting do you have your camera set to? If you have it set to auto or red eye, there will probably be a pre-flash pulse which triggers your slaved external strobe prematurely. Reset your camera's flash to "on" not any of the auto settings.
Flash synch can be tested by taking a picture of your rig in a mirror. If synch is correct, you will see the external strobe going off.
