It looks like an Apeks reg, but the black cap is what's throwing me off.
The black cap is something you might see on an Oceanic. I don't recognise it and and I'm not a regulator guru but I'm going to suggest looking at Oceanic, some re-stamped brand for which Oceanic was the OEM or a knock off. My money is on knock off.

An Apeks DS4 OR US4 (don't know if there's an environmental seal under that black cap) clone of some description.
Not an actual Apeks because I've never known them use a black end cap like that.
