We obviously need a translation link here. Safari - liveaboard. Torch - flashlight. DIN - INT. Harbour - harbor.

Careful, INT is synonymous with YOKE, NOT with DIN.

Hi,
I'm a beginner, PADI qualified 2 years ago in Dominican, 2 dives in Jamiaca this year. Does this mean I won't be able to dive?

No, but it does mean that you may not be able to do a liveaboard cruise until you have accumulated some more experience. You can still do shore dives or day trips in the Red Sea.
