Newbie question about strobes

I'm brand new to UW photography and wanted to learn more about strobes.
I'm currently using a SeaLife Eco 321 and want to add a strobe to get better color presentation.
I see SeaLife has a strobe as an accessory that has no synch cable.
I was wondering how this works?

Can any strobe with no synch cable work with this camera?
I was looking at an IkeLite 5468 strobe.

Another I dea I had was to fashion an arm and add a Halogen flashlight for adding light to a subject.

Any thoughts on this idea?
