I strongly reccommend Diving in Malta and Gozo with the Top Scuba Diving Centre - Atlantisgozo Gozo. They have a good pool of instructors either PADI, SSI or CMAS.

+1 for Atlantis in Marsalforn on Gozo. Just come back from my 2nd trip this year, they are a great dive operation.
