I am starting to think july just may not be the time to dive thailand. We may just spend our Thai time in Changmai and Dive in Cebu while we are in the Philippines the next week. Am I giving up too easy or does this make sense?

Smart move as the weather during monsoon season is unpredictable and changes quickly. That's why I've been diving Bali for the past 3 month !

You are full of contradiction!
Stay away from Phuket during the monsoon season if you are interested in diving.
