I doubt they have a good explanation. It's just different south of the Rio Grande.

I think some of the confusion may have come from azscubadude searching for itineraries with return flight challenges. The United site does not offer the flexibilities one finds on Matrix or Kayak. There are a lot of reductions in August. I like to go in late August, but there are far fewer possibilities from the High Plains of Texas. Hell, I may go back to Seattle to dive. Imagine meeting an octopus whose head is larger than yours.
