primary dive light for low visibility?

Can anyone suggest a good primary dive light for low visibility?
 
I'd like to keep it around $200 if possible. Does warm light or cool light make much of a difference?
 
The Salvo Rat lights are very bright and very focused. The Photon Torpedo with the LED upgrade is, too. Both will come in under your $200 limit.

The UK hand-held HID light is a good light, but very bulky and I found it annoying to carry.
