Inside the tank tube that extends from bottom of valve what is it for?
 
It is a debris tube. If you had liquid or debris in your tank it is supposed to help keep it out of the valve.
 
Can it be replaced?
 
Most simply screw into the valve so in all cases I know, yes, but I don't know where you'd get another.

The common name for the part is a "dip tube."
