For those of you that have a boat and take divers out, what do you use to recall the divers back to the boat if there is an issue?

I haven't had to use it but I keep one of those can air horns. Hit it and stick it in the water. It should be enough to get their attention.
 
We used to use cherrybombs, now we use a length of pipe that dangles into the water and something hard to bang on it with.
 
Revving the engine in three bursts near the diver, or banging the dive ladder w/ a wrench are the ones I've experienced on commercial ops.
