For non HD editing, a basic dual core with adobe premeire elements is my choice. For the price, it is hard to beat. Now if you want to spend major bucks, I would not be the one to ask. I have used every 0-$150 video editing program available. I also liked the Magix software, but found the Premiere elements a little less time consuming to get the same results. Check out the videos on my website, none of these took more than a half hour to produce from the raw footage. most all of it was shot on a cheapie sony dcr-sr80 without auxillary lighting. The manta video was done with lights from the boat, and my handheld pelican 8 d cell light. All was shot with my budget Shellicam housing.
 
I edit HD on a nearly 1 year old duo-core desktop with a 19" monitor. Most computers built within the last 2 years or so can handle HD editing, but the faster the processor the better. One thing you will want to have is a 7200 or faster internal hard drive, and a large second hard drive. Also, a large, fast refresh monitor is helpful as well. You can do it with a smaller one, but you use up space real fast and things get hard to see.
 
I just posted on the previous guys site that I believe you want to call up one of the underwater video specialists and talk directly to them. Steve and everyone here raises great points about what you should research and what is important to you.

For HD editing, what software do you use? I am building housings for the sony hd units, and will need to get software to accompany that. The prototype housings should be built in about a month. Now I just need to get the wife to approve the new vid camera.

I use Adobe Premiere Pro 2.0, but I had that before I decided to go underwater with a camcorder. Premiere Elements 3.0 will edit HD and is much cheaper. If you have a Mac, Final Cut is the way to go.

Check out the "NLE" thread under the "Production" category above, there are many options available. But I would suggest getting something less expensive like Elements and spending the extra money on the video camera and accessories.
