Reefmaster Mini & Pro Digital Flash

I have a new RMM and Digital Pro Flash. The camera is set to Ext Flash, and the flash is set to 0 for pre flash, and 1 for Auto. I have the power knob set to A on the flash.

But it is not AUTO at all. It's totally blown out FULL power. To get a good pic I have to turn down the strobe to maybe power setting 1 or 2.

Is my strobe defective? I've tried it underwater in a pool, and above water with different subjects. I've triple checked the settings.

I did confirm my strobe was defective. The shop replaced it, and tested it right there. Now I'm anxious to take it to Curacao in a couple of weeks.
