It's late in the discussion but as anybody addressed the OP question so far:
I have never seen this particular wing, but from experience with retraction system in Apeks wings I would say just pull the ends of the bungee and tie new knots. Distribute the stretch manually over the full length of the bungee if needed. Pay attention as there may be two separate loops of the bungee.

BTW, the retraction bungee is there not to push the air out of the bladder. It is there to nicely shape deflating wing to make it nicely streamlined. Yes, most find it useless. Everybody has the right to give it a go and see if it works for them. If retraction bungee affects inflation of the wing something is seriously wrong.
