Dominica is much harder to get to, but well worth the effort.

If you are just going to dive Roatan would be your best option. If you want to do more than just dive, Dominica. Given you are in NYC, getting to either should be easy.

Roatan is more 'on the beaten path' as a dive destination. I've been to CocoView Resort there; I haven't been to Dominica.

I have a collection of old Dominica thread links. Keep in mind coral bleaching and SCTLD have hit the Caribbean so things may've changed. I might consider Dominica if I wanted a destination fewer divers have been to coupled with rainforest hikes topside. If I wanted a more 'on the beaten path, predictable, touristy' experience (e.g.: paid excursions to interact with sloths and monkeys) or 'just diving, thanks' (e.g.: CocoView Resort, though they offer paid excursions), I'd pick Roatan.
