For me its less than 3%.. 2-3lbs

You are either very small, or you are overweighted in fresh water. This is a matter of physics, not personal experieince.

At the end of the day, if racerx_ is ok with the 2-3lbs, he is having the right weighting. Probably, it is too low (2-3) and was overweighted before, so the conclusion is that after that he is ok!
 
The premise of the original post is that the divers correct weighting known. The question is how to predict the correct ocean water weighting. All of these gyrations of pulling tanks down and adding weight based on experience just confuse the issue.

I do not disagree that a weight check should be done ultimately but it can wait until the end a first dive when gear is truly saturated, the diver relaxed and the result is reality based.
