Note that on the HOG regs it's the TDI nitrox class that qualifies. The SDI, PADI, SEI, etc classes do not. I'm a HOG reg tech instructor and wrote the procedure for the D3 first stage rebuild. Just in case anyone wonders where my info comes from.
 
I'm sure he meant Celsius. You'd need an ice pick to dive in 8-20F water. I think the coldest seawater can get before freezing is about 28-29F.
