Gilligan:http://focusmagic.com/ has a program for around $60. that auto adjusts motion blur and out-of-focus blur.
It installs as a stand alone program and also installs a plug-in for Photoshop at the same time that shows under Filter>Focus Magic.
I tried the trial version and found it to be a little better and easier to use in most cases than the Filter>Sharpen>Unsharp Mask already in Photoshop. It did do a good job on both motion and focus blur.
