Here is the Treasure Coast Shore Diving Pamphlet you may have already seen. Bathtub is your best. Ft. Pierce Inlet State Park is also a great place when the water is clear.

My wife just got back from visiting her friend in Florida. She did snorkel "under some bridge" and said there was a school of 9 huge tarpons and plenty of other fish. This was somewhere S of Fort Lauderdale, I think.
