Looks heavy. I think it's some kind of fire fighting gear and is missing the full face mask.
 
I'm going with mine equipment too. I was thinking that already and then noticed that it is in Bluefield West Virginia.
 
That makes sense. I think the other possibility might be some sort of homemade regulator. I can't see where an exhaust hose would fit in to make the complete loop for a scuba regulator though.
 
:D It is a home made reg.Made from a Bendix aircraft oxyen regulator.The same as the Sea Horse regs and Pallleys that were sold to the public in the mid 50's.One of the worst double hoses ever made.I have a Sea Horse.It is a cool collectible though.Popular Mechanics magazine in the 50's had a story showing how to make your own double hose from one.I guess some people did.
