Sony DCR HC96, any opinions?

Have you looked at any of the small HDV cameras? For a few hundred more $$ you may find something that might work a little better.

If you do get that camera, your best bet, that I'm aware, of is the Top Dawg housings. They are a little limited in terms of controls but it may be a very good option to start out with. And they are less expensive.

If budget allows, you might look at the Sony HC3, just about all of the manufacturers have done a housing for it.

To answer, your second question.. I have never used that particular camera. It looks very similar to the older PC1000, which was a decent little camera.
